Bitcoin's $80,000 midterm rebound: What might a Democratic Congress do for crypto

Key Takeaways

  • Democrats won both the House and the Senate in the US midterms.
  • Bitcoin fell to about $75,600 overnight, then rallied to almost $81,000 the same day.
  • Spot Bitcoin ETFs still lost $1.16 billion over the three sessions through election day.
  • Grayscale and BlackRock expect crypto adoption to keep growing, whoever controls Congress.
  • BTC needs to hold $78,000 and clear $82,000 to extend the rebound.

Bitcoin (BTC) didn’t take the US midterm results well at first. As the Associated Press called the Senate for Democrats late on November 3, BTC slid to about $75,600 early on November 4. The AP called the House for Democrats early that morning, handing the party control of both chambers.

By the time Wall Street opened, BTC was back near $78,300 before the opening bell and peaked around $81,000 later in the day. Ether (ETH) gained about 6%, while other top altcoins like XRP and Solana also climbed.

Why Bitcoin bounced so quickly

Most of the outcome was already priced in. Prediction markets had put the odds of a Democratic win above 75% before the vote. Once the results were clear, the uncertainty that had weighed on the market for weeks lifted.

The rebound picked up speed as traders positioned for further losses were forced out. About $378 million in short positions were liquidated in a single hour on November 4 as BTC pushed through $80,000.

On the stocks front, the Nasdaq rose about 2% and the Dow more than 3% on the day.

CoinDesk's DeFi Select Index rose about 5%, led by Injective, while tokens tied to President Donald Trump lagged. The official TRUMP token fell 7.1% and World Liberty Financial's WLFI dropped 5%.

Is the rebound on solid ground?

Institutional money has been leaving. US spot BTC ETFs lost $643 million on October 30, $399 million on November 2 and $116 million on election day, a combined $1.16 billion over three sessions. The rally came from short sellers covering their positions rather than from fresh buying. It follows BTC’s weakest October since 2014.

What changes for crypto rules in Washington

The biggest casualty is the CLARITY Act, the market structure bill meant to set out which regulator oversees which tokens. It failed a Senate procedural vote 49 to 50 in September, with talks stuck on limits for officials' crypto business interests and on stablecoin rewards. Unless lawmakers revive it before this session ends, the industry will have to start again when the new Congress meets in January 2027.

Stablecoins are on firmer ground. The GENIUS Act, which created a federal framework for dollar-pegged stablecoins, passed with support from both parties in 2025 and takes effect on January 18, 2027. Tokenisation firms also expect their work to continue under existing securities law.

The regulators are the open question. The SEC and CFTC have pushed ahead with their own crypto rules this year, most recently the CFTC's approval of stock perpetual futures on November 3. Democratic control of Congress may bring more scrutiny of that work.

Why Grayscale and BlackRock are looking past the vote

Two of the largest crypto fund managers say the long-term picture hasn't changed. In an October 28 note, Grayscale says that "a change in control of Congress is unlikely to materially affect the outlook," because "the digital assets industry is bipartisan, global and increasingly institutional." Grayscale estimates that 80% to 85% of crypto activity happens outside the US, where demand for stablecoins is growing fastest in South America and Southeast Asia.

Stablecoins are central to that case. "The GENIUS Act was a major step forward for stablecoins," according to Grayscale’s Head of Research, Zach Pandl. Visa, Mastercard, Fiserv and Stripe are all expanding their stablecoin services.

BlackRock sees the same thing from the investment side and argues that BTC and ETH already have much of the regulatory clarity they need for investment products such as ETFs. Asked on November 3 whether the election could affect product launches or flows, BlackRock’s head of digital assets Robert Mitchnick said: "Not really, to be honest."

Neither firm dismisses politics entirely. "Elections can affect crypto on the margin, just like other asset classes," Pandl wrote. For now, the bigger driver for BTC may be whether ETF investors return.

Bitcoin price: Levels to watch

Level

Notes

Resistance ($80,000 to $82,000)

The zone BTC needs to clear and hold to turn the rebound into a recovery. November 4's high near $81,000 sits inside it.

Pivot ($78,000)

Where BTC traded before Wall Street's open on November 4. Holding above it would keep the V-shaped recovery on track.

Support ($75,600 to $76,300)

Election night's low and the October low of $76,314. A second test of this zone would put the rebound in doubt.

Next support ($75,000)

A round-number floor. A daily close below it could open the way to the low $70,000s.
